USACE Waco DB MCRC Whole Center Renovation

The U.S. Army Corps of Engineers (USACE) Charleston District has awarded ADVON a comprehensive design-build contract to modernize the core infrastructure of Building #1 at the Marine Corps Reserve Center (MCRC) in Waco, Texas. Originally constructed in 1955, this facility has served as a vital hub for decades; this project represents a total lifecycle renewal of its mechanical, structural, and electrical systems.
Total Facility Modernization: To bring this historic mid-century structure up to modern mission standards, ADVON is executing a multi-trade overhaul focused on efficiency, protection, and safety.
High-Performance Mechanical Overhaul: ADVON is decommissioning the legacy HVAC infrastructure and replacing it with a sophisticated, high-efficiency climate control network. The new system is engineered to provide precision thermal management through the installation of:
- Advanced Central Plant: A new heat pump chiller and high-capacity pumps to drive the building’s heating and cooling.
- Air Distribution: Integration of modern fan coil units, specialized Rooftop Units (RTUs), and high-output exhaust fans for optimized air quality and ventilation.
Structural Building Envelope Restoration: To protect the MCRC’s assets from the harsh Texas sun and seasonal storms, the aging roof will be completely removed. In its place, ADVON is installing a 3-ply modified bitumen roofing system, chosen for its extreme durability, superior waterproofing, and long-term resilience in high-heat environments.
Electrical Infrastructure & Safety: One of the most critical components of the renovation is the total replacement of 15 electrical panels, many of which are original to the 1955 construction. Advon is modernizing the building’s power distribution backbone to ensure complete code compliance and to provide the increased electrical capacity required for today’s military technology and hardware.
Quality Assurance and Commissioning: ADVON’s commitment to excellence concludes with a rigorous commissioning phase. Before turning the facility back over to the Marine Corps, our team will perform:
- NBB/TAB Certification: Ensuring the new HVAC system is perfectly balanced for optimal flow.
- Flood Testing: Verifying a 100% leak-free roofing envelope.
- Code Verification: Final electrical inspections to guarantee a safe, fully modernized power grid.
By integrating these critical upgrades, Advon is extending the operational life of Building #1 for the next generation of Marines, ensuring they have a secure and high-functioning environment to maintain their mission readiness.
